The Southern Reconstruction By Alan B. Combs During the years immediately following the U.S. Civil War, the plight of Southerners of all persuasions was not helped by the large influx of scalawags and other folks trying to make a fast buck off the locals' troubles. One particularly troublesome group originated from the Midwestern city of Madison. This group, singing their theme song "On Wisconsin", became known as the Carpetbadgers.
